Who was Mme Foning Francoise?

Born from a powerful man and announced to be even more powerful
 
We all know today that Mme Francoise Foning is no longer of this world but did we know that the accident whose consequences eventually took her life surprised her when she was going  to her native village Bafou? Endeed Ma'ah Mefoh Nkong-lah, one of these Daughter that every village in cameroon who has love to claim the origine was from Bafou.
 Born in 1949 in Bafou, the history of the  Bafou's kingdom relates that  her dad "Johnny Baleng" was one of the most powerful characters in the entire western region of cameroon. The man who never attended any school had done everything to speak the German language and managed to serve as an interpreter for long years to the German colonizers. He also at in the same time saved as their tax collector. "Johnny Baleng" was also the founder of the chiefdom Baleng in the Bafou kingdom group of which he derived his name.
     Some witnesses of the history of  Bafou also testify that even before the birth of Madam Foning Francoise,  many propheties had already announced to his father the next birth of a very powerful child in his family  who will mark the history of the country for long time. It's  also said that the day of her birth his dad (mighty king at the time) had been up all night in front of the house of her mother because he hoped that this child is announced as male. If you travel at Bafou you will likely come across  this statute erected to mark the power of "Johnny Baleng" at Baleng.
 
 
 
 
Early live: From "Restaurant New Style" to "Bepanda New Style"
        From scratch, Françoise Foning began her working life as a simple employed in tourism industry around 1967. But soon when she realized that her low official salary cannot help her to survive she will embark on her first business: "The New Style restaurant". By applying had work mix with out of the ordinary exceptional talents, this small restaurant  became the symbol of an entire neighborhood that bears the name of Bepanda New style today. A neighborhood that Mrs. Foning never left, out of love and remembering those first steps in life. One day, responding to the question why she remains at Bépanda despite new beautiful and rich neighborhoods like bonamoussadi, Logpom, denver, she will answer naturally: "Bepanda is Foning, Foning would be nothing without Bepanda and Bepanda would be nothing without Foning."
A powerful businesswoman

    While her restaurant business continued to be flourishing, Mrs Foning engaged in transportation with the purchase of one taxi.  Very quickly, taxis are stacked. She soon owned over thirty. Toyota Japanese Dealer trusted her and gives her credit. She will eventually own a fleet of 150 taxis.
    A restaurant, a fleet of taxis, it is not enough. She added a gravel extraction company then bought an Italian furniture manufacturing plant: ANFLO, which sells a lot to the state and exports in Africa and the United States. She employed some 280 people. Then she started an import-export business. "I created a company called Socamac. I was importing peanut oil, frozen chicken legs and beef roasts, rice, etc. " She bought a clinic: polyclinic the Black Hand, opened a  College « Collège de la Fraternité »    , launched into the manufacture of drugs, in the building and public works in road construction.  She organized all these activities in the Foning group Venture.

A Political "Beast"
   

    Despite having had such a great success in business, yet it is in politics that the whole Cameroon will learn to know the name “Madame  Foning”.

 

   "It had to be in 1970, I was in a popular district [Bepanda] and a delegation came to me:" You will be president of unit [ the lowest level in the party ], "they told me. This is how I started at the bottom; climbed up the ladder and here I am deputy and mayor of Douala 5 since 2002.” It is with these words that Mme Foning described her debut in politics. When this neophyte began her political career in the 70s, nobody augurs her such a success. But over the years, thanks to a certain power out of the ordinary, everyone realized that she was born to be in front.

 

   She was  Mayor of Douala V municipality over which she reigned for 13 years, against all odds. In fact, in political terms, it is in this municipality that she had settled her base, from which she exercised an influence on the city. An influence that was not always to the taste of everybody. Her political opponents and business say about her that she was fearful and did not hesitate to use and abuse of her interpersonal skills to achieve her ends. A political figure who requested anonymity said of her in testimony that she "was a formidable political machinery to grind."  For decades, she had managed to put under the extinguisher many of her opponents both within her own party and the opposition. The barons of her party in the Littoral in general and more specifically in the section of Wouri V vowed her an affectionate hate.  In particular men never digested the fact that she leaves the women's wing of the party WCPDM, to win the section as president, relegating them to the background. These men have repeatedly, collectively or individually, tried multiple unions to fight and overthrown her. But she, every time, successfully humiliated them and even offering a personal pleasure to finally break the political careers of many of them. She assumed the position of President of the CPDM Section  Wouri V since the explosion of the large section of Wouri. During the election of 2002, she ran as mayor of Douala V and deputy of  Wouri East and won them all . In 2007 she again ran for the two positions, but forced by the law against the accumulation, she gave up the post of deputy to Célestin Ketchanga, an unknown figure in the party, but hired for the occasion to further shock and humiliated her opponents. Despite the weapons against her  that have increasingly burnished over the years within and outside her party, she still managed in September 2013 to take another term as mayor, she unfortunately lead not an end, cut short by a death that, whatever they say, is welcomed by some as a sigh of relief.

Even those who hated her recognize that she was a ruthless political beast.

 

A terrible loss for Bafou: The woman who saved the King
Her position and influence in Bafou and particularly in the royal court was very strong. All the Bafou's people adored her; she was at the center of all decision-making in Bafou. The Bafou will be thankfull to her forever for saving the life of the current King Fo’h Dong  kana III.  All her life, Mme Foning Francoise has been an incomparable woman of actions. This was illustrated in 1997 when the king of Bafou was the victim of a temptation of murder. The king was taken to Dschang where he was fighting between life and death in a hospital in lack of equipments to cope with such a situation. Alerted, Foning rose without hesitation, and used all her power and her special relationship with Paul Biya to take off a helicopter from Yaounde to Dschang and transport the king in less than 2 hours. Once in yaounde, being at the front of the evolution of the king’s conditions she then negotiated the immediate evacuation of the king to France where he received intensive cares and survive.
     There are many testimonies like this one that we can tell about the life of the one that many call affectionately “la mere”. To understand the kindness of Mme Foning you had to be one morning in front of her office at  ANFLO Deido in Douala to see the number of people who lined up to see  this woman with a big heart and request assistance. She had no boundaries, no tribes and gave without limit. Her house in “Bepanda New Style” was the home of people of all tribes in Cameroon with many cookers hire just to cook and share to those in need. She just wanted to help. The prophecy received by her father came widely true: yes, Foning,  a woman out of nowhere, rise from nothing to mark in a strong way the history of an entire country. You will remain forever in our memories and in our hearts, “adieu la mere”.
 
 
Honors and recognitions

Difficult to list the many titles, honors and recognitions that this extraordinary woman had received in her live. So she had some went unnoticed alongside the other. It is nevertheless retain she was: :

  • Honorary President of the World Federation of Women Entrepreneurs,

  • President of the Association of Business Women of Cameroon (CAFM),

  • President of the Industry Section at the Chamber of Commerce, industry, Mines, crafts of Cameroon (CCIMA),

  • Member of the Central Committee of the CPDM,

  • President of the CPDM Wouri Section 5

  • Mayor of the City of Douala 5th District, former member of the National Assembly ... no less.
